Speight Marshall Francis served as Structural Engineer of Record and Agent 1 Special Inspector for this high-profile mixed-use facility between 31st and 32nd Streets in the resort area of Virginia Beach (otherwise known as the Laskin Road Gateway project).  The $100 million project building features retail on the first floor, “The Shops”, with the Summer House Apartments above (178 units), a six-story 45,000 square foot Class A office tower, “The Sidney Kellam Building”, and a seven-story 500-space parking garage. A portion of the project was HUD-funded.  The complex offers more than 64,000 square feet of dining, entertainment, and shopping options just one block from the Virginia Beach oceanfront and down the street from the Virginia Beach Convention Center.
